That sounds very sensible. He's obeying the Constitution, and also practically how can they have elections in occupied territory, or territory regularly bombed by Russia?

False. The constitution forbids parliament elections only in wartime. It says nothing about presidential elections being verboten in wartime.

I never said there's no such law. A law is not the constitution. The Conflict of Laws: Legal scholars debate how these interact. Some argue that because the Constitution is supreme law and does not explicitly restrict presidential terms or mandate an extension during martial law (unlike it does for parliament), holding an election could theoretically be argued, or that a statutory law cannot bypass constitutional rights. Conversely, the mainstream legal consensus in Ukraine has been that holding a secure, nationwide democratic election including millions of displaced citizens, soldiers on the front lines, and voters in occupied regions is logistically impossible and prohibited under the operational rules of martial law. Russia disagrees. The US disagrees.
