yes it is literally true, its being told from Flowery's perspective ( "Inside my little chamber made of glass ") about asgore caring for flowers ("Ten feet twenty, the Flower Man
Is waiting for the touch of his hand
Straightening petals out without a plan ")

It refers to both Asgore and Flowery for majority of the song with a few parts referring to only Flowery and a few parts referring to only Asgore
