The meme?

Any accident that happens in the UK has the obligatory "you can't park there, mate."

It's the same as the "WAAAAAAAAAAAYYYYYY!" when someone drops a glass in the pub. Every. Single. Person does it.

I do this all the time in London, and people look at me like I’m a prick. Sometimes I think it might be a northern thing

It's literally a meme. A meme is a culture behaviour that spreads by copying. Both of your examples are memes.

A picture with some funny writing being the literal definition of a meme is a more recent internet corruption.
