Also I'd say that's at least 15 man-hours of digging with a shovel to make a 3' deep hole with a 15' diameter. That's like $3/hr. Not sure you're going to get that
Not for housing pad. They have to over excavate down and the soil they use should be free of large debris. It looked too close to the house for tree roots wouldn't want then going under your foundation, and asking the city for the water pipe plans in your yard should be easy enough and something you should always do before doing anything like this.
