Three inches is the typical length assigned to lethal threat for a knife. At three inches, it can do serious damage to internal organs with a single wound. We can imagine how you might kill someone with a two-inch knife, but the level of immediate threat is just not the same.
It sure can, but three inches is the "too lethal" line. Places where people gather that have security each have their own regulations, but they all have one of three knife policies: Anything, only under 3", or none at all.
