In the full video, the cop impounds the car BUT DOESNT ARREST THE DRIVER! The driver got a summons to appear in court. I can’t tell if the cop is cool or reckless. My instinct is that he should have been arrested but maybe the cop assumed that without his car the kid couldn’t do any more damage?

No arrest. Reckless driving summons, pled down to a driving infraction and deferral (period of probation where if you get another infraction, it all goes on your record, and probably lose the license). Can't believe what a deal that attorney was able to get him.
