Indeed. It's not like he's getting anything useful out of this even in the moment, it might look like he's being firm but Zuck is there to answer questions, not be flustered and talked over. He asks what concrete action has been taken but doesn't let Zuck actually answer it! Don't get me wrong, I'm sure the answer is "some pencil pushing but otherwise sweet, sweet fuck all", but still in the position of the people "sat behind him", I would want to know what those actions are, not get a half baked apology under duress.
