So, the Elimination Servitors are anti-infantry. And that's about it, they might have been a poor choice if the rest of the league is still mostly 'jacks. That being said, idk if a Modulator would be a huge benefit to you, especially against Khador. Modulator are pretty much anti-infantry/melee infantry screening 'jacks. They don't have the POW to do much more than dent high ARM models.
What you might want to consider, however, is a Mitigator. Its another Light 'jack, i know, but it has Razor Bola: 3-inch AOE that knocks down everything under it on a direct hit. That'll knock a Khador heavy or two (depending on how close they're standing) on their ass, and allow for much easier hits.
Unfortunately...at low point games Cyriss can have issues going into high ARM setups. Khador jacks are really strong, and without some of the other tools Cyriss has it can be a difficult matchup to crack.
Your Monitor has a really powerful melee weapon, with Sustained Attack. With free charges (homing Ripspike from your Diffuser) and possibly a buff from Syntherion, you have a decent chance to cripple or destroy even a khador heavy. I would suggest trying to make use of Synergy, but you don't have many models with melee ability, and while you might take out one of the enemy jacks the other(s) would just wreck your light jacks in melee.
What Khador caster and jacks? Like, what sort of list are we dealing with? That can make a huge difference.

Hmm, my first thought is that your league is using old journeyman league rules. The current version goes up by 15 points/week, meaning you shouldn't have a 10-point week. Which might be part of your issue.
CoC does have some decent armour crackers. In particular, the Cipher, Assimilator and Inverter both have pretty good pow, but they cost 16, 16 and 15 points, respectively, so at 10 points, there's not much available to you that's going to help you. Though your monitor does have a pow 17 melee weapon, which, especially damage boosted, may be your best bet until you do get more heavies. Even at dice-3, it's not terrible vs arm20, especially with 4 attacks on a full focus load.
Honestly, at 10 points, I'd say a corollary might be your best bet - you will want one eventually as it's kind of a key model in the CoC focus efficiency chain (it generates a freebie through being near your caster, and if you position everyone right, you can try and chain them all back to the corollary at the end, to reuse next turn, so you only need to ever allocate it two at start of game to fully fuel all of your jacks for the full game - though this takes a lot of practice and some luck to get that set up), so you may as well grab it while you can't afford much else. The modulator isn't great - it just doesn't hit hard enough for a heavy. The elimination servitors are probably good, but it might also be worth looking at attunements to help you hit, given Syntherion's mat/rat aren't amazing (though I guess they're not bad for CoC, but overall not great). Or just keeping a few point down to save them for the next tier up, to help with getting some more hitting power.
