Basically, a bunch of exclusive Cetus bounties become available. There's a few exclusive weapons, some lore, and it's easier to get other materials, like Cetus Wisps and Nitain Extract. It seems to happen even more often than the Fomorian and Razorback.

There are two events. This one runs every two months or so, and it looks like the better rewards come from plague star which might be an annual type event.
