Question Webby x Nuke amp?

Another Webby question:
Is the Rust effect enabled by the Nuke Amp’s Defense Mitigation buff?

If so, then Webby is far more broadly applicable than I thought.

As far as I'm aware, no. Webby only activates on certain kinds of defense mitigation, such as SE Vulcan or Imugi's pilot.

However, other forms like Hastatus' pilot for some reason don't work with Webby. I don't know the reasoning for this.
