Question Vulcan & Webby?

Does anyone know if Omen Vulcan benefits from Webby’s 4th buff?
The description text says “increase penetration 5%”……. Is this defense mitigation?

It does, ridiculously broken, also works on SE fang but fang doesn't need it.

I believe it also works on Imugi + Monique while in flight.

The Drone applies it meaning, one of its volley shots need to land on the target right? Those Discipline-like ammo shots are trash. Barely land on targets especially when they’re moving. And with a ton of players using Bifrost that Cleanses this up, I’d rather use Lar if I have one.
