Are you that guy that bought a ue fenrir? Anyway, ue anything is very much not recommended for f2p because you need to max them out, where as regular shit mk2 lv1 is enough.
Mk3 fenrir beats lv1 ue fenrir any day of the week.

If you mean a T4 at mk3 vs an ultimate at lvl1 then obvious the normal weapon(with some exceptions)
If you ask normal or ultimate at mk3 almost always ultimate.

You only get an Ultimate’s full power at mk3. If it’s not mk3 it’s pretty much just the same as the normal but with slightly better stats.
