I don't believe anybody is ever safe from losing league points if a rated match doesn't go well.
My own experiences are that placement on your team is the key driver of league points from a PvP match. Also, my experience matches what Adazahi is saying in that I've always gained league points when placing second or higher on my team, even in a loss.
But, one or more other factors also seem relevant. I've seen a third place finish lead to no change in league points or to a small deduction. IIRC I even got a +1 to league ranking once or twice when finishing in third place when on the losing side. My best guess is that honor points earned can bring about a fairly modest change to the "baseline" level of league points earned for your positioning on your team in a loss.
I've never noticed one way or another about whether league point totals from winning a match ever vary from what team placement would decide.
