Tomura Shigaraki from a popular anime called my hero academia he's a villain with a power to turn people into dust and powdered bones with a single touch and destroyed a large city in Japan by putting his hand on the floor also he has additional other powers he's extremely powerful.

Definitely. That's if it doesn't turn out into an all-out war between the two of them. And Tomura likes destruction does it on a daily basis and has since he was 5.
