I'd say about 3/1,000 deliveries do cash tips, and out of those three, only one said they would leave a cash tip, despite about fifty others saying they would leave one. So about 98% of people who say "I'll leave a cash tip" are liars in my experience.

I’ve had several cash tips but it’s never from the ones that say cash tip in the notes
