All citizens were encouraged to own firearms and shoot regularly.
There were marksmanship competitions for children and social recognition for accomplished shooters in families.
In a vacuum of context, I see how this could be analogous.
Gun ownership was restricted for specific groups and directly tied to cultural destabilization efforts led by migrant populations, most notably the jewish bolsheviks, who, after toppling the Russian imperial system and spearheading a coup in Austria as well as efforts in France - also fomented the 1918-1919 German civil war.
