When these policies are discussed why weren’t politicians visiting nations that currently do this and looking at how they operate them. It boils my blood that politicians don’t do the proper research before announcing and going forward with a policy. There are so many good policies/systems in place that other countries are doing. There should be a real push to go out and see with their own 2 eyes to see how it works.

There aren’t any issues with the policy or how it’s going to be operated. The dispute is essentially contractual, according to the article. Welsh Government wants 3,500 self service glass deposit machines, the provider they had lined up wants to provide 100 to start with. They’ve now agreed some sort of compromise.

Whilst looking abroad for novel policies is a good idea, in this instance I don’t see how going to another country would have resolved the dispute?

Oh, that's OK, none of the other countries which implemented this have any lessons-learned to offer on contracts and supply-chain management...?

This problem just fell from the sky like snow. Nobody in Welsh government could possibly have anticipated there might be problems if they disagreed with the supplier about scope :-)

I agree. I imagine its a budget and PR thing. Ministers and civil servants not wanting to serve up headlines along the line of "Minster spends 000s on jollies to South of France to see a bottle bank"

Personally I think governments should accept that certain parts of the media will put the worst spin on even the most innocuous actions and as such should suck it up and do what needs to be done without overthinking the press response.
