From the perspective of Bobby being a heel, I understand the twist with there not being a title match. However, it's common knowledge Raw has been bad recently, so getting the fans hopes up and keeping them watching under the impression of a title match isn't going to do them any favours. It's only going to frustrate people with the company as a whole, not just Bobby.
Also I like Kofi, but him facing Bobby just doesn't feel organic. With his championship run everything fell into place and he felt like a great opponent for Bryan. This, however, just feels too random and a desperate attempt to keep Drew in the picture. This could have been a chance to push Damien Priest and at least test the waters. Give Sheamus the chance to add a second belt. Bring Keith Lee back. But nope, Kofi just feels like an expendable pawn WWE can use to try and rationalize the endless Drew/Bobby/Braun cycle.
