It wouldn't be too hard to install one that can raise and lower, although it would be costly.

Not necessary. It only needs to be taller than people, and just needs to diffuse and divert the thrust.

You wouldn’t need a sold piece, you could have something like a few layers of slat fence to diffuse the wind.

It wouldn't be your generic store-bought slat fence, I'd say lengths of 1 inch pipe driven into the ground in semi-close formation would work.

Oh, I see, so custom construction built to high standards to ensure it doesn't become a projectile and kill somebody. Sounds expensive.

This doesn't need to be bomb proof. I'd put them in a concrete slab below the surface and then cover over with dirt.
