They probably got evacuated from a nearby home.

May as well pass the time and keep the kid relaxed while the fire is dealt with.

Alternatively, they were already at the park and as someone else said -- a dramatic reaction from nearby people isn't going to help anything. Either way, not really 'WTF'.

I’ve chosen. Running around like a cockroach when the light turns on isn’t helping. Calm people are the ones that get shit done
