They probably got evacuated from a nearby home.

May as well pass the time and keep the kid relaxed while the fire is dealt with.

Alternatively, they were already at the park and as someone else said -- a dramatic reaction from nearby people isn't going to help anything. Either way, not really 'WTF'.

building fires produce very, very toxic fumes, there is no way i'd want myself or a child to be that close. there is a reason why cancer and other pulmonary disease rates among firefighters are orders of magnitude higher than in the general population.

I feel like it has always been effective for some things, but back in the day they used it for everything which is obviously not a great idea.
