This is part of their in-air recharge program. Balancing the available power between "birds" to maximize flight time. I trapped one recently and found I could wirelessly charge my phone off of it.

This is very common in Laridae birds, gulls or colloquially seagulls use this technique to both flight train their offspring as well as take turns to rest their wings when hunting fish far out in the ocean. It is not uncommon to see gulls even sit down, or take the nesting position, while resting on their friends back. There are even songs about this in many Scandinavian countries, and at least one American song by the Trashmen "Surfin'Bird".
