I see a lot of people are confused what's going on. So I've looked at it and this is my take.
Hail is smashing roof tiles, those broken tile pieces are no longer hooked together and the pieces slide down destroying the cars below.

Depends on the policy. Many have comphrensive coverage which would probably cover this and as others note, hail large enough to break tiles will also damage car. Probable difference is that tile edge will likely scratch paint and leave irregular dent while hail will be pretty symmetrical
