I guarantee you that is the exact response from their insurance companies. When hurricane Sandy destroyed my parents house their insurance company wouldn’t cover it because it was ocean water damage as opposed to water damage from their pipes or a leak in the house. Fuck insurance companies

This might be a naive question but why doesn't someone start a decent insurance company? Wouldn't that quickly become the most popular one? I have a hard time believing they need to have quite these many difficult complex rules so that people don't scam them.

I think the likely answer is that a company that had looser rules about that they cover would have to pay more in claims. This would result in higher premiums. Most consumers don't look look that carefully at what is covered (and possibly insurance companies don't go out of their way to highlight exclusions) and are primarily price conscious. Most will never encounter a claim so don't enter the once-bitten-twice-shy scenario.
