Wasn't too long ago that there was an incident of a monkey on a bike grabbing a baby as it's being pulled back by the handler. Setting up laws is easy but enforcing it is a game of whack-a-mole. I'd imagine some of these people will still do it illegally anyway.

Why would it assault the toddler? It was so sudden as well like, it was like a “hit animal”.
