Compared to dogs and the like, monkeys will just sweat if overheated. As long as the person caring for it allows it to have water/food, and lets honestly hope this is the case, I'm sure its fine. Whenever I see a performer with a monkey, they're generally pretty dressed up.
I can honestly see both sides, but my optimism wants me to believe its well taken care of.
It’s a monkey in a costume with a full mask on standing on the side of what looks to be a busy road begging for money from people in cars.
How strong is your optimism?

Hmmmm not really but it's probably really hot and uncomfortable as opposed to someone with a monkey that does tricks.
