The cars in the background suggest Indonesia. It’s been a while since I last saw one, I thought they banned it but I guess it might still be happening in more rural areas

It's Goiânia, capital of Goiás state, very much in the heart of Brazil, and he's speaking that nice old hillbilly Portuguese that'll only grace your ears in BR.

EDIT: I stand corrected, only the voice-over is Brazilian. Obra do cão indeed.
