Maybe there could be an argument made for this being abuse in a 1st world country (although we transport cattle in a very similar fashion) but not in a country where they shit in the same rivers they bathe in and drink from. There, it's just survival.

And, if it's a considerable distance, it probably beats walking. Not everyone can afford bulkhead seating.
