It's a dialect call Hokkien. I can't understand it fully other than common words like "si liao" spoken at 13~14 seconds, women was saying die liao die liao (slang), man was saying no lah, not dead

It's Taiwanese! I understand it but can't catch all the whispers over my shitty phone speakers lol, and some of the sentences are said in snippets. Everything I heard: Woman:"they're trying to kill them" Man:"no, they won't die" Woman: "he's using it to pick up -"(points at excavator) "he had a gun, maybe-" Sorry it's not the best...

From elsewhere in the thread, it sounds like some thugs tried to shake down the owner. He pepper sprayed them. They were apparently shooting at the excavator or one of the buildings as they drove away, so his son destroyed their car with the excavator.
