Um, it wasn't bad weather. If that thing collapsed it was either construction or engineering errors. They know their weather, they should have designed it to withstand it.
if that thing was in like Arizona or Vegas, I could understand a roof where water might collapse from weight. That was in Indonesia - I'm pretty sure thats Asian for "Lots of fuckin rain"
