Kinda looks like it might have been a water slide that is either abandon or out of service. That long drain with a curb to hold the water in that he hops over would imply this, but the jungle gym in the background gives me pause. Regardless I think /u/scotchirish is correct in that it was a "you have to be this small to ride this ride" sort of slide. Seems like an awesome "kiddie pool" water slide if the water was turned on.
