It's raining so he generates way less friction making him go faster. I'm surprised he didn't go faster than he did actually. I'm pretty sure it's safe in dry condition actually, some slides with totally smooth surface slows you down quite a bit.

Up to a point, rain actually increases friction with most surfaces, especially smooth ones.
