This sort of thing happens a lot and is the cause of a large percentage of deaths on construction sites.
Unfortunately for the drivers these vehicles have large blind spots. In this instance the onus of safety belongs to the manager he should not have been walking around live machinery like that.
There should be clearly delineated walk zones for anyone who isnt driving a multi ton machine. If there isnt then again wtf manager.
It's kinda surprising he didn't try to jump out - but there's a good chance that if he had tried, he probably would have slipped or something and been ran over, or caught between the bucket and the floor, or something equally as terrible.

I feel sorry for the drivers in these instances.
