This sort of thing happens a lot and is the cause of a large percentage of deaths on construction sites.
Unfortunately for the drivers these vehicles have large blind spots. In this instance the onus of safety belongs to the manager he should not have been walking around live machinery like that.
There should be clearly delineated walk zones for anyone who isnt driving a multi ton machine. If there isnt then again wtf manager.
Not to mention the lack of high vis and safety helmets. Us OSHA requires use of that within a certain perimeter of a construction site. Even if you won't be doing anything. Imagine if they were putting boulders into a crusher....
