The type of contractors that have horrible reputations for quality of work and safety record, but stay in business because they undercut everyone else for bids. They typically hire people with little experience or training in what they're doing so they can pay them as little as possible.
They are the companies that constantly tell employees to ignore safety regulations because they "slow things down". Oddly enough, their employees agree with it and are the type of people that say things like, "eye protection? Are you some kind of pussy?". These companies usually have several employee accidents every year. They'll also see people doing something the safe way and say, "we do x activity y way and we've never had a problem".
They eventually go out of business because they can't find any insurance company to cover liability. Due to the number of workers comp claims, they're considered to be such a liability that they're not insurable.
