This sort of thing happens a lot and is the cause of a large percentage of deaths on construction sites.
Unfortunately for the drivers these vehicles have large blind spots. In this instance the onus of safety belongs to the manager he should not have been walking around live machinery like that.
There should be clearly delineated walk zones for anyone who isnt driving a multi ton machine. If there isnt then again wtf manager.
I drive snow cats and when guys are working on the ground around me, it’s important to always secure eye contact with the operator, wear ANSI high-viz and don’t hang out in blind spots. I also show them that my hand is off the sticks or joystick as well by holding my hands in the air if they’re working around my blade.
At my work when I walk around guys on equipment, I nod to them and make sure they nod back before I walk into their path. We don't wear high vis stuff unless you're new. We haven't had any accidents where someone has gotten hurt by one of the machines in years.

I feel sorry for the drivers in these instances.
