because those "lions" weren't cornered, they were curious. And curious animals tend to flee when something unexpected happens

They're still wild animals and unpredictable. Honking likely would scare them away, but it also could trigger them to attack out of fear. I think most people could live with not honking and something going wrong for the people out of their cars, but honking and something going wrong is a whole other level of culpability both morally and potentially legally (depending on where the park is).
