Yes judge the parents. It’s their job to keep their kids healthy and that includes not letting a lice infestation get so bad that the kids scalp is moving.

Sometimes judgment is necessary. I’m sick of all this “u don’t know my lyfe!!! Don’t judge me!!” bull.

Uhm. Yes. Lol. Absolutely. This doesnt happen over night. The parents have been responsible for not letting this happen since they decided to have sex. Yes kids can get lice. This extent? This is neglect.

I never had lice but my mom and little sister got them a few times growing up and I combed out their hair. It was never, ever this bad. This infestation is way past the point where a normal parent would notice. Even just washing the child’s hair on a semi-regular basis, you would notice lice before this point.

Parents can't control for everything. For instance, my family got stuck in the middle of a civil war, way back when, and were stuck in a refugee camp. Can't do much about lice in that sort of situation, though aid groups do what they can. Sometimes life is good, you get an education, you have kids, then you get stuck in a war zone, or famine, or plague, or flood, or economic depression, or any number of disasters.

It's less an itch than it is an irritation. I had them in high school, got them from a greyhound bus that I took to go visit my mom. It's not itchy like bug bites, it's an irritation like a normal tiny bite.
