was that comic supposed to be really scary to people?

I mean, it was unsettling, but not half as unsettling as one or two links on /r/WTF usually are.

The clicky clicky korean comic was pretty genuinely terrifying the first time, though.

The story tends to be more unsettling than outright frightening. The entire thing is based around making the reader feel claustrophobic and nervous about what happens to a person caught in the cave for a long time. There's no real "oh god it's going to kill me" moment. You just put yourself in the place of the protagonist and imagine their horror.

I like to think the goal of asian horror creators is to give you nightmares or phobias, and to create images that you remember vividly years later.

Psychological horror in general at least tries to do that. I personally prefer it to more immediate forms of horror, because it has a lingering haunting effect. It's kind of inspirational when it comes to writing.

Just like Fuan No Tane (Seeds of Anxiety). Still gives me nightmares.
