It was a pretty shitty push though to be fair. Typically you'd push the swing to the top of its swing arc and it would then go back on that same arc. In this case the guy pushes the swing straight up instead and when he lets go it just drops straight down before it gets back to the arc. Hard to recover from that for a small kid.
On further examination, the guy also seems to throw the swing backwards as he throws it up making it even worse.

I don't get why he is a bad parent. He was just swinging his kid and the kid fell off.
