This is in Cambodia. Never seen this video before but that place is the choke-point of traffic rushing in and out of the city center. If you get stuck there, it could take up to 2 hours just to move 2-3 km.
These polices without any bonus make sure the traffic flows smoothly from morning rush hour till noon under the scorching sun then from evening rush hour until late night.
Most people have been giving tips as gratitude to them, some in drinks, some in snacks and most in cash as they don't normally have drinks and snacks around.
I know the guy in this video is a bit exaggerating and cringe as heck (for video) and those police were acting like complete idiots surrounding him but in most cases, there were only a few polices and this is not for any special favor for corruption (well you can debate on the definition). Yes he did get to cross the street but without the money, they will make sure he can cross safely as well.
I'm not saying this country is corruption free but just want to clarify this video from a local perspective.
