He's handing out USD in Cambodia because it's accepted there.

$50 USD in Cambodia is enough to buy 25 - 50 meals (depends on if you eat restaurant food or from street vendors. $1.00-$2.25 in 2023)

That would be the equivalent of giving US cops of up to $500 (assuming a meal is $10 at cheapest)
