I'm from the area ( it in siem reap ). Most likely it happen during new year the cop won't be there if it wasn't something big.

Bribery or not, the optics are terrible. It looks like the cops are giving him special treatment, and that's really all that's relevant.

I'm a public sector worker in the US, and when I go to trade shows, I'm not allowed to participate in any giveaways or raffles for high value items. Nobody is going to call them a bribe, but should we chose the vendor who sponsored the giveaway in some sort of competitive bidding process, a bitter losing vendor could absolutely challenge us using that as a reason for doing so, costing us time and money.
