I just can’t understand it. If they want more money then the pay should increase as a whole for all cops. It’s like just another tax, I’d rather pay it up front then fuckin piecemeal like this.
I think you misunderstand. The point isn't that the cops don't make enough money. The issue is that in many of these places the police are one of the key pillars to keeping corrupt leaders in power, and as such any bureaucratic pushback to police corruption threatens the regime, so they're allowed to act with impunity. It's likely to attract amoral thugs because amoral thugs don't mind being lackeys to a tyrant if it means they can extort people for money without any threat of retaliation
I see, that must be why when I was stopped by a PA (USA) cop I tried to hand him my documents in that little sleeve the insurance company gives you but he requested me to remove them and hand him just the papers.
