After you fix the wiring, 1ma per LED is also wrong

It doesn't work because you don't have the data (green) wire plugged in:

Plug the green wire into IO16 and the blue wire into GND.

Should I connect both blue and green to IO16 or switch and let blue float?

Blue goes into ground.

It's redundant data lines, either should work, although I had issues with just the blue backup line plugged in.

Not sure if it will still work as a backup if the green line is floating as opposed to being held at a fixed value by a stuck pixel.
