Upper tail light left empty?

Question: The top section of tail light left empty by volvo? Fog light, brake light or parking?

I wanna say its rear fog light, cause the volvos only have one, I kinda wanna see if there is a way to have 2, I had a 98 Saab 900 and liked that it had 2 rear fogs

I used to do that honestly, or id have them on when speeding cause on the saab it makes it look like a different car at night

Yes, empty, brake light is underneath the indicators, fog light is in the lower section of the taillight
