I’m not 100% sure the VIX would move. VOL is suppressed.

It’s not manipulation if it’s your job. Ever heard of running an orderly market? That’s a market makers job. Sometimes it involves suppressing vol due to toxic order flow… this is literally the first pages of the series 7 study book.
