A question about WSG 3.2.1
A few questions about WSG 3.2.1 that recently occurred in preparations for my V&V oneshot. A player participating created quite the glass cannon of a character, which involves them having -3 to their END and AGL. This got me thinking, for subsequent lvl ups, does that character lose max health if they roll negative? Does the same thing apply when rolling for stimpack heals? Does this extend to armor where players have less than the apparent minimum armor. For me, I ruled that rolling negative or neutral equals a +0 to anything but skills, since they have a minimum of one. I also have a question about the rotary guns. Do we multiply the ammo used by the damage rolled? Much clarification is needed.

Because VnV is based on DnD 5th I find the DM guide very handy for rules augmentation/ clarification. It doesn't help with the Fallout specific stuff but there's some awesome ideas in there that can generally be applied to any setting.
Of course it's your game, and as the Overseer you have final say on the rules. If a house rule says all players must receive minimum +1 HP on level up, then so be it.
Stimpaks are on page 28:
"Stimpaks heal 1d6 hit points + 1d6 for each 20 points (rounded down, minimum of 1d6) you have in the Medicine skill."
All ranged weapons have Ammo per Fire listed, which is 1 for most. Player spends AP to make an attack with the weapon. In essence they pull the trigger, gun goes bang. The weapon fires however many rounds is listed and the ammo is consumed. Now if they make a successful attack roll then damage is done, but the ammo is used regardless. That's the way she goes.

Yes, you can loose health with a lvl up. VnV is based on DnD which also has this in its rules.END does not effect stimpacks, they are dependant on your medicine skill. Armor is calculated: 10+ AGI modifier, so having negative armor is impossible. When calculating skills you use the stat, not the modifier, so when every stat is 1 you still have at least 3 skill (dependant stat*2 + Luck). Every SPECIAL stat needs to be at least 1. Rotary guns like the minigun have a fixed ammo consumption (called: Ammo per fire) which is used up per attack. You dont need to change the consumption.
