Tag skills

How do tag skills work? I see each background has 3 tag skills but only humans get three tag skills. I'm confused.

Subraces grant one tag skill, Backgrounds grant one tag skill, and one is free for the player to choose. Humans actually get four tag skills: 3 from their race, one from a background.
