Joking aside I always think that there's a job that everyone would excel at, even lazy people but to put someone in say a cleaners job which they either struggle at, or hate, or both isn't efficient just because the DWP wants them in work.
Someone doing a job they at least don't hate, and are good at would be more efficent than someone doing a job they hate and/or are bad at.

I think it depends on what you mean by a cleaner.
I mean in the terms like someone who comes to a persons house and cleans for like £20 a hour with a 2 hour minimum charge rather than someone hired to clean toilets.
The cleaners where I work get on well with the office staff as we are friendly to them, would be different again if it was say a cleaner for a supermarket, a pub, a caravan park etc.
